Review of Gender and Value Chain Analysis, Development, and Evaluation Toolkits

Mutua et al. review a number of gender and value chain studies, including many of the studies mentioned in this review, in order to make several recommendations for gender and value chain integration. They argue that integrating gender into value chains should be the norm, as they provide necessary insights. Furthermore, it is important to consider institutions of power, including the household, market, and state, when assessing gender concerns in the value chain. Mutua et al.

Gender Issues in Monitoring and Evaluation in Rural Development: A Tool Kit

The World Bank's results-based monitoring and evaluation framework establishes a continuous process of collecting and analyzing information. The framework has an emphasis on component outcomes that helps project design focus on results by ensuring that projects are not simply monitoring inputs and outputs. This toolkit helps projects recognize and address gender concerns and monitor results, outcomes, and impact. It argues that women represent the majority of the rural poor, but are often unrecognized in agricultural project designs.

Gender in Agriculture Sourcebook.

The World Bank's Gender in Agriculture Sourcebook argues that agriculture is central to the livelihoods of the rural poor, and that women play an integral role in agricultural development. HIV and AIDS, migration, and globalization and liberalization have all affected women, according to the World Bank. The World Bank argues that acknowledging gender issues in agriculture is critical, because ignoring gender inequalities results in projects that might negatively affect women. The Sourcebook attempts to help researchers and practitioners address gender inequalities.

Using Gender-Analysis Frameworks: Theoretical and Practical Reflections

Warren's article notes that while gender research methodologies have valuable applications for promoting gender equality, they must be combined with "clear political and theoretical underpinnings and specific goals and objectives." Warren discusses the challenges that occur when attempting to use frameworks, and examines the more theoretical questions of what occurs when the politics of gender and development are limited to the search for a technical solution.

Review of Evaluation Approaches and Methods Used by Interventions on Women and Girls' Economic Empowerment.

This review examines the quality and effectiveness of evaluation approaches that are used to assess programs on women and girls' economic empowerment. The review provides information to improve the design and implementation of evaluations on women and girls' empowerment projects. Taylor and Pereznieto outline a number of findings, noting that the most interesting is that joint/mixed or integrated interventions that provide economic skills and services in conjunction with life skills or other training deliver the best results for women's empowerment.
